Membership and Financial Report

As of September 30, 2026, Base membership stood at 273 members, representing approximately 10.08% growth as reported by the Membership Chairman. This appears to satisfy the National organization’s membership-growth incentive requirement, pending confirmation.

September receipts totaled $3,515.77, with expenditures of $822.31, producing a monthly net gain of $2,693.46. The Base ended September with a balance of $60,004.76. Despite the positive monthly results, year-to-date expenditures exceed revenues by $2,301.45. The most recent Crafting for Sub Vets fundraiser raised $379.28.

Motions and Decisions

The Executive Board approved the previous meeting minutes and authorized the following:

Christmas Party: Olive Garden catering, consisting of lasagna, salad, and breadsticks, and a $200 payment to the VFW for facility use.
Promotional Materials: Production of 500 additional wooden Base promotional tokens.
Charitable Foundation: Establishment of a Bremerton Base Charitable Fund through the USSVI Charitable Foundation to support eligible charitable, memorial, and veterans’ assistance projects. Social events and parties are excluded from eligible expenditures.

Base Operations and Committee Reports

Bylaws Revision: Proposed revisions to the Base bylaws are available through Puget Soundings for membership review. Several provisions, including future eligibility for reelection to the Base Commander and Vice Commander positions, remain under consideration. Additional review and membership action will follow.

Halloween Activities: Preparations continue for Trunk or Treat and the Kitsap Halloween Bash. Approximately 900 candy bags have been assembled. Food permits, equipment, volunteer assignments, and event logistics are being coordinated. Paper volunteer registration may be necessary because of website difficulties.

Holland Club: Wayne Newbigging is scheduled for induction at the October Base meeting. Remaining 2026 inductees unable to attend will be contacted regarding delivery of their recognition materials.

Veterans Stand Down: The recent KAVA Stand Down served fewer than 90 registered veterans with approximately 150 volunteers participating. Grocery distribution procedures will be reviewed to improve consistency. The next planning meeting is December 10 at 6:00 p.m. The 2027 Stand Downs are scheduled for April 24 and September 25.

Soup Downs: A membership survey was proposed to evaluate additional restaurants, alternative meeting days, and breakfast or dinner gatherings to encourage broader participation.

Eternal Patrol: The Base will confirm service arrangements for Milo Vandecar, notify members, and ensure his Eternal Patrol information is entered into the appropriate membership database.

Communications: The Base Commander’s email transition is underway. Broader distribution of E-Board Zoom invitations was recommended to encourage member attendance and participation.

Outstanding Actions

The Board will continue coordinating the charitable fund’s activation, the proposed bylaws revision, Halloween activities, the Soup Down survey, and preparations for the 2027 Stand Downs. Outstanding Eternal Patrol documentation and communication updates also require completion.
